Technological giants from the USA are setting the global pace of digitisation, and the competition from China is close on their heels. What future remains between the two tech superpowers for Germany and Europe? According to the political will, we urgently need more ‘digital sovereignty’, an independent cloud is supposed to secure our independence in cyberspace.
But what does sovereignty actually mean in an age of global connectivity? Should the free flow of data end at national borders? How can the state preserve data sovereignty without drifting into technological isolation? What are the specific needs of businesses? And what has all this to do with us citizens? How self-determined can we think and act? And what can we do to protect our own sovereignty?
